OFDM is peaky, so at the same speaker limit it radiates less average power than the old FSK tones. The design budgets about 5 dB for that. This plays a 2 s OFDM burst and a 2 s FSK burst at the same peak level, listens to both through the microphone, and reports the measured difference.
